Every window may contain a customizable toolbar that is a smart object and is contained in the window template. Developers can specify which tools (either buttons or combo boxes) and in which order. A toolbar may contain a tool that either performs an action (i.e. Get next, Cut, Copy, Save) or it may launch another application.

Every tool on the toolbar is customizable. Tools can react to specified states so that their image changes accordingly. For example, a memo note on a toolbar could change color to indicate that the record has an attached note or a button may become insensitive if it isn't applicable. Tools can also have associated Tool tips (bubbles).

Tools can be represented as a button or combo-box on a toolbar. They can also be represented as a menu item. When a tool is selected, the system will either run an external procedure, an internal procedure, an existing application or perform a Progress 'run notify'.
